A previous PA Times Online column proposed that public administration is facing headwinds that require a radical transformation from the traditional hierarchical system. This transformation requires decentralized, “tree” organizations, characterized by initiative, flexibility and collaboration. Effective adoption of these characteristics will require different skills and abilities from what are commonly identified as “management” in the pyramidal organization.
